If you want to create an edgy statement look, then why don't you add chic accessories, like beautiful necklace, sunglasses, earrings, handbags, watches, etc. I love to see ladies wearing leather-like sweatpants and cool stiletto heels, they do look powerful and confident. Use tops that can give your outfit a structure. Avoid sweatpants in heavy fabrics, as they can make you look bulky. Better buy fitted one that will still look slouchy, but more polished and clean. If you want to create a smart-casual look, then you should wear them with a classic button-down or casual chambray shirt.
